The Way you should use Raiden Shogun:
STEPS
1) Cast shogun Elemental skills
2) Swap out your other characters and use their Elemental Burst
3) Once all three elemental bursts were used, Use Shogun's Elemental Burst
4) Use shogun Normal Attack/Charge Attack until the duration end
5) It should charge up your other characters Elemental burst
6) Once Shogun Mussou Isshin duration end, Use other character until her Elementa Burst back to uptime (Repeat From Step 1).

Whycare's Suggestion
##############################################################
1) Engulfing Lightning is not neccessary (Low Priority)
Its better you to C3 your Raiden Shogun and use the catch.
Get Sara in your Shogun Team
Raiden Shogun is Definite worth to pull
Just use Emblem of Severed fate for artifacts (ATK%, Electro DMG%, Crit dmg)
Make sure your crit rate is 50% above to be stable DPS
