On June 6. 1978, California voters overwhelmingly approved Proposition 13, a primary ballot initiative calling for major cuts in property taxes.

Property taxes in California have been a source of
discontent for many years. Several times in the past,
tax rebels have tried to force cuts through with a
motion called Proposition 13. Until now, they have
failed. But a tireless campaigner for tax reform,
crusty Howard Jarvis, succeeded recently in scoring
a 2-1 victory on the issue. It will mean cutting property
tax in half - affecting perhaps 20 million people - but
the implications are even greater. With dramatic cuts
in state revenue, all services will have to be reduced,
everything from flood prevention and street-cleaning
through fire, health and police services to prestige
projects. Other states may follow suit.
