The bystander effect refers to the phenomenon in which the presence of others discourages an individual from intervening in an emergency situation. This happens because individuals tend to assume that someone else will take responsibility for helping, and so they do not feel a personal sense of urgency to act.

Diffusion of responsibility, on the other hand, refers to the phenomenon in which individuals are less likely to take responsibility for their actions when in a group, as they assume that others will take action. Because each person assumes that others will take action, no one ends up doing anything.

In summary, the Bystander effect concerns people’s tendency to not help in an emergency situation when there are other people around. Diffusion of Responsibility is concerned with how people perceive responsibility in a group setting. The bystander effect relates to the absence of helping behavior; diffusion of responsibility pertains to a reduction of taking personal responsibility.
