when you can't physically touch the phone on the desk, how do you power-cycle the Polycom (or Cisco, Yealink, Poly)?

If you have access to the POE switch's management, then you can bounce the port. Essentially, just remotely turning off/on the port will usually also kill the Power over Ethernet to the device.
