Trump Signs Executive Order Declaring TikTok Sale Plan Complies with Law, Aims to Protect Americans’ Data


On Thursday, President Donald Trump signed an executive order formalizing the framework to transfer  TikTok’s U.S. operations from its Chinese owner to American investors,  under a plan he says will protect user data. The order asserts his plan “meets the requirements” of the 2024 divestiture law.

Trump said he had a fruitful discussion with Chinese President, Xi Jinping,  describing progress on data safeguards and algorithm control.  He and Vice President JD Vance emphasized that the move will secure American oversight over TikTok’s data and operations through U.S.-based management and infrastructure.

Under terms disclosed so far, the new U.S. entity is valued at around $14 billion, with ByteDance retaining less than 20 % equity.  Oracle, Silver Lake, and other U.S. investors will manage the algorithm and data under separation from Chinese control.

To allow time for the transition, enforcement of the ban under the 2024 law is delayed until December 16,  giving stakeholders a 120-day window to close the transaction.

Some Republican lawmakers have expressed reservations, calling for exhaustive scrutiny to ensure full separation from ByteDance and conforming with national security obligations.
