The Super Rocket Radar is your key to finding Shadow Lugia but it is currently also the only way to find shadow Bellsprout and shadow Raticate in Pokemon GO.

In order to find Shadow Bellsprout you need:

1) Access to a Super Rocket Radar
2) Encounter a decoy Grunt (found hiding as Giovanni)
3) Defeat Rocket Grunt
4) Catch Bellsprout

Super Rocket Radars can be turned on or off at any time in your item bag.
Decoy Grunts can only be found at rocket stops, they cannot be found from the Rocket Balloons in the sky.
Super Rocket Radars CAN be stacked if you have more than one.
Shadow Victreebel can only be attained by finding shadow Bellsprout and evolving it
Frustration can ONLY be TM'd away during special Team GO Rocket event windows.
