Can $300 even get you Xilonen C2?

Well, we have a new character in Genshin 5.1, and she's quite a good one that I am looking forward to, especially because her C2 has one special aspect to it... but will I even be able to get it with the top up bonuses and an extra $99 on top? Probably only if I get lucky, sadly...
