Seventy-two hours ago, Batman interrogated a thug named Raju. Raju was Batman’s last chance for getting confirmation on the Dollmaker’s operations. After some intense persuasion, Raju finally gave up the information.

Now, on top of Gotham City Police Headquarters, Harvey Bullock and Lieutenant Forbes investigate after the Bat-Signal was activated, even though the Commissioner is missing. Forbes, who works for Internal Affairs, suspects Batman may be involved in the death of a police officer named MacAlloy. Bullock isn’t convinced and demands all of MacAlloy’s files to see what he was involved with. Before leaving, Bullock notices a note from the Commissioner to Batman, stating that he is being held in the abandoned Mercy Hospital.
