At the meter-testing lab housed inside the British-era building of UP Power Company Ltd (UPCL) in Baghpat's Baraut town, more than 40 state electricity department employees, including engineers, clerks, and contract workers, are compelled to wear helmets. When it rains, the situation deteriorates. Despite several pleas from staff members, the relevant authorities haven't taken many actions.
