So, why celestial? TBH mostly because it's what I have on this toon, though it does help mitigate the high damage Turai does when you make mistakes. Staff is a power weapon, so you could also use Berserker or Marauder gear, depending on how comfortable you are with your ability to avoid Turai's attacks. I focused very heavily on mobility for this fight, but once you know the fight, you could swap some of that for damage traits and skills for faster kill times.
