Background
Based on the Decree of the Minister of Forestry No. 733 / Menhut-II / 2014 dated September 2, 2014, West Kalimantan Province has a forest area of 8,389,600 Ha or about 57.14% of the total area of West Kalimantan which is 14,680,790 Ha while 6,291,190 Ha / 42.86% is non-regional or Other Use Area. The potential of this extraordinary natural resource should be maintained. The West Kalimantan Provincial Government through the 2030 Sub-National Forestry and Other Land Use Net Sink (FOLU Net Sink) Work Plan of West Kalimantan Province has determined the forest cover that needs to be maintained. FOLU Net Sink 2030 Sub-National Work Plan of West Kalimantan Province includes 12 forestry sector mitigation action activities, namely; prevention of deforestation on mineral lands, prevention of deforestation on peatlands, prevention of concession deforestation, development of plantation forests, Enhanced Natural Regeneration, application of Reduced Impact Logging-Carbon, increasing carbon stocks by rotation, increasing non-rotational carbon stocks, peat water management, peat restoration, protection of high conservation areas, and mangrove management. This policy is intended to contribute to Indonesia’s FOLU Net Sink target assuming a net per capita emission of 4.23-tons CO2e is 7.6 million ha with a total absorption target of 32.1 million tons of CO2e or equivalent to 12% of the total national contribution. Since 2012, the West Kalimantan Provincial Government has formulated regional policies, strategies and action plans, as well as implemented various programs and activities for reducing Greenhouse Gas emissions, preventing deforestation and forest degradation, and sustainable land-based business management. This is in line with the carbon net sink approach of the forestry and other land use sectors implemented in the FOLU Net Sink 2030 Work Plan of West Kalimantan Province which contributes to the national targets in Indonesia’s FOLU Net Sink 2030 program. In an effort to prevent climate change, the West Kalimantan Provincial Government has also prepared various policy instruments and regional action plans. In West Kalimantan Governor Regulation Number 201 of 2021 concerning Guidelines for the Implementation of Measurement, Monitoring and Reporting as well as Data Exchange Mechanisms for Reducing Emissions From Deforestation and Forest Degradation (REDD+) Activities, it is stated that West Kalimantan Province will be involved in the REDD+Result Based Payment scheme and support the achievement of Nationally Determined Contribution (NDC) at the national level. Furthermore, in the Regional Action Plan for Reducing Greenhouse Gas Emissions as outlined in West Kalimantan Governor Regulation Number 125 of 2020 said that the Regional Action Plan for Reducing Greenhouse Gas Emissions contains efforts to reduce emissions that are multi-sectoral in nature by considering regional characteristics, potentials and authorities, and is integrated with the Regional Development Plan with targets in the forestry and peatland sectors reaching 697,355,670.80 tons of CO2 –eq. This is in line with the mandate of the Minister of Environment and Forestry that local government bureaucracy is required to oversee Environmental Governance in the context of implementing the Economic Value of Carbon in Indonesia. Objectives or Outputs to be achieved The audience could find out the role of the West Kalimantan Provincial Government in achieving the national emission level of Greenhouse gases of -140 million tons of CO2e by 2030 as well as how to support net zero emissions in the forestry sector and fulfill the NDC that is the obligation of West Kalimantan Province to Indonesia’s operational plan as a contribution to the global climate change agenda.
