A Reasonable Likelihood of Conviction: At MCAO, each case undergoes individual review based on its unique facts and evidence. One critical factor consistently considered is whether the case can be presented to a jury and proven beyond a reasonable doubt.

Beyond a Reasonable Doubt? This means that the jury must be convinced that there is no other reasonable explanation other than the evidence presented at trial. In essence, the jury must be certain of the defendant's guilt. That's the standard MCAO employs when making charging decisions.
