In this Independent Conversation, Senior Fellow and author Stephen P. Halbrook is interviewed by Dr. Graham H. Walker (Executive Director, Independent Institute) to discuss the Supreme Court’s upcoming gun rights decision on New York State’s discretionary-license law and Ukraine’s experience with an armed citizenry during the Russian invasion sheds light on the underlying issues.

Stephen P. Halbrook is a Senior Fellow at the Independent Institute. He has taught legal and political philosophy at George Mason University, Howard University, and Tuskegee Institute, and he received his J.D. from the Georgetown University Law Center and Ph.D. in social philosophy from Florida State University. The winner of three gun-issue cases before the U.S. Supreme Court, his work was cited in both the landmark Heller and McDonald Supreme Court cases on gun rights.
