Policy 1 targets people who are applying or have pending cases.
USCIS has issued new guidance allowing officers to treat “country-specific factors” as negative factors for people from 19 designated “high-risk” countries, including Afghanistan. This applies to green cards, asylum, family petitions, humanitarian parole and more. Even if an applicant qualifies on paper, their country of origin can now be used against them.

Policy 2 targets people who already HAVE green cards (LPRs).
USCIS has announced a “full-scale review of every green card” issued to people from those same countries of concern. It is UNCLEAR how this is being done. But from the announcement, one could presume that lawful permanent residents are now being retroactively re-examined based solely on nationality.
