This adaptation is needed for a number of reasons... Landlines proliferated at the turn of the century. Then, access to telephones became near-universal. Now, most people carry a mobile phone, with GPS tracking, a camera, and connected to a data carrier.
One of the dream scenarios for the next gen networks is: a for a caller to dial the emergency number, they give the basic information about the emergency, including its nature, location and whether anyone is injured, to the call operator, and then they are enabled to use their smartphone to verify their location and send pictures and video of the incident straight to the call operator, who can then pass this useful information on to the first responder.
