I am a runner, and I have accidentally read the time as 8 minutes per mile, instead of 8 miles per hour.

I should have done, 26.2 / 8 = 3.275 hours
Then we want to turn that into hours and minutes = 3 hours and 0.275 x 60 = 16.5 minutes

We can round up (or down) to 3:17 (3:16). This is more than 3:14 so the answer is YES.
