This is the Dec. 10 Colorado Chemical Demilitarization Citizens’ Advisory Commission (CAC) online meeting. The purpose of this meeting is to discuss topics related to the closure of the Pueblo Chemical Agent-Destruction Pilot Plant (PCAPP), at the U.S. Army Chemical Materials Activity-West (CMA-West), formerly known as the U.S. Army Pueblo Chemical Depot. YouTube uses speech recognition technology to automatically create captions.

This detailed breakdown of the CAC meeting will not be available for future meetings due to planned program drawdowns in 2026.

• At approximately 0:05, the meeting is called to order by Irene Kornelly, chair, CAC, who asks for approval of the Dec. 10 agenda and the minutes of the Oct. 29, 2025, CAC meeting.
• At approximately 1:20, Tamika Atkins, program executive officer, Program Executive Officer, Assembled Chemical Weapons Alternatives (PEO ACWA), provides an update on Department of Defense leadership changes, notes the closure progress occurring at both the Pueblo and Blue Grass sites and expresses appreciation for the efforts of project partners with permitting activities as well as transfer of support services from CMA-West to Base Realignment and Closure (BRAC) and PuebloPlex.
• At approximately 5:00, Catherine Satow, acting director, CMA-West, reports on the return of CMA-West staff Nov. 17 following the government shutdown and shares the path for moving forward with closure and Reduction in Force plans to transfer real and personal property to Fort Carson by March 31 and utilities and base operations support in the coming months.
• At approximately 8:55, John Norton, citizen member, CAC, asks about staffing numbers after March 31.
• At approximately 10:42, Kornelly invites Chris Hambric, base transition coordinator, BRAC, to speak. Hambric discusses progress on the caretaker contract then introduces Jay Foster, senior program manager, BRAC, who provides recent BRAC news, including a new five-year, $100 million contract for environmental cleanup and early transfer activities.
• At approximately 17:30, Russell DeSalvo, president and chief executive officer, PuebloPlex, provides an update on recent property transfers and the redevelopment plan for the PCAPP parcel, including a final round of public meetings in January 2026.
• At approximately 22:41, Juli Mahr, hazardous waste permitting unit leader, Colorado Department of Public Health and Environment (CDPHE), provides an update on permitting activity since the last CAC meeting as well as schedule of upcoming public meetings. She says the draft of the PCAPP permit renewal is on hold for now as her team works through the many permit modifications.
• At approximately 30:00, Norton asks about the participation platform for the Jan. 7 public meeting. Mahr said she would be certain a link for the online meeting is sent to the CAC members.
• At approximately 30:45, Velma Campbell, citizen member, CAC, asks for details on the Environmental Protection Agency standards for concrete chips referenced in Permit Modification Request B086.
• At approximately 32:45, Walton Levi, site project manager, PCAPP, shows the 2025 Year in Review video that chronicles the plant’s milestones and accomplishments during the year.
• At approximately 38:21, Joni Weamer, project manager, Bechtel Pueblo Team (BPT), gives an update on plant safety. She indicates that the transition from decontamination and decommissioning to demolition will come with a safety plan appropriate for a demolition work environment.
• At approximately 39:39, Levi acknowledges the collective efforts from the PCAPP and CDPHE teams involved in the items in Mahr’s report on permitting. He says the transition to demolition is causing numerous permit modifications to occur before permit renewal can commence and summarizes the progress of the remaining Demolition Readiness Reports.
• At approximately 43:40, Weamer summarizes some remaining field-work activities in the main plant and the Static Detonation Chamber complex.
• At approximately 46:32, Scott Traxler, newly named closure program manager, BPT, introduces himself. He presents an updated schedule for the naming of a demolition contractor and explains the newly formed demolition preparation and readiness board. He then describes the readiness review process. Traxler also provides an update on the self-report on environmental non-compliance regarding disposal of hydrolysate.
• At approximately 52:00, Weamer provides information about recent de-staffing totals and introduces Sandy Romero, communications manager, BPT, for a report on charitable giving outreach activities over the last year.
• At approximately 59:00, Kornelly provides a summary of the 2026 CAC schedule, then asks for a motion to adjourn.
