Glover v. Jewish War Veterans of United States | 68 A.2d 233 (1949)

Is a reward offered for information a promise to pay, no matter what? What if the person who comes forward wasn’t motivated by the reward? The District of Columbia Municipal Court of Appeals considered this question in Glover versus Jewish War Veterans of the United States.

Maurice Bernstein was murdered on June 5th, 1946. The next day, the Jewish War Veterans of the United States, whom we’ll call the veterans, called several newspapers, offering a $500 reward to anyone providing information that led to the arrest and conviction of Bernstein’s killer. On June 7th, the newspapers published notice of the reward. Having received a tip that one of the suspects, Reginald Wheeler, was the boyfriend of Mary Glover’s daughter, the police visited Glover on June 11th to question her. Glover told the police that her daughter and Wheeler had left the city. In response to further questioning, Glover gave the police the names and addresses of several relatives that Wheeler and her daughter might be visiting. The police found Wheeler at one of these addresses, where they arrested him. Wheeler was subsequently convicted of the murder. Glover first learned about the reward on June 12th, the day after she spoke to the police.

Glover sued the veterans seeking to collect the reward. The trial court instructed the jury to return a verdict for the veterans, and Glover appealed to the District of Columbia Municipal Court of Appeals.
