Strawman Case One: In 1978, the Kansas City office of the FBI bugged a conversation between Mafia elders Carl "Cork" Civella and Carl "Tuffy" DeLuna.
The subject of Las Vegas came up and the agents learned that Midwestern fractions of the Mafia were attempting to buy into the Argent Corporation, the holding corporations for several mob run casinos.
In November of that year, 1978, agents bugged the home of a Civella relative and recorded a six-hour meeting between Nick Civella, DeLuna, Joseph Vincent Agosto, and Carl Wesley Thomas. The subject at hand was how the local Vegas hoods, Agosto and Thomas, were skimming (Stealing cash) from the count room at the Tropicana Casino. The agents learned that Agosto, who was on the casinos payroll, was the skims coordinator and Thomas oversaw the actual theft of the cash by the casinos managers in the playing area. Agosto took the money and handed it, about $80,000 per theft, to Carl Caruso, who in turn flew the money to Kansas City where the bosses took their share (About half of each delivery) and then shipped the rest off to the bosses in Chicago.
On February 14, 1979, FBI agents converged on the Kansas City International Airport and arrested a mob courier carrying $80,000 in skim money.
In the meantime, agents searched DeLuna’s home and found the records he had kept on his expenses during the skim. The records "turned out to be devastating evidence, implicating mobsters in several cities, connecting them to the skim.
The first Strawman case resulted in the indictments of the entire hierarchy of the Kansas City Family. The RICO indictments included the family’s hidden interests in skimming from the Argent Corporation, the Tropicana casino, and the local bingo industry.
Joe Agosto became a government witness and on September 4, 1984, Carl Civella was fined and sentenced to 10-to-30 years in prison and his son, Anthony Civella, received five years and was fined. Both DeLuna and Moretina received long sentences also.
