The Philippines has the funds to finally acquire 20 multirole fighter jets for the Philippine Air Force — but Defense Secretary Gilberto Teodoro revealed in Congress that it’s not the money that’s stopping the deal. Instead, Philippine laws and regulations on defense financing are holding back the project.
