Tobirama the Second Hokage of the Leaf Village is known for creating jutsus like the Edo Tensei, the Shadow Clone, and the Flying Raijin. However this is a retcon. Tobirama did not create the Edo Tensei or these other jutsus. He was supposed to be a water style user and that was pretty much it.

However, Kishimoto decided to make him stronger because the power levels of the series ended up higher than expected, so a Hokage like Tobirama had to be stronger.
