What is This REVOLT?! | Age of Empires 3: Definitive Edition [AOE3 DE]

This must've been my third or fourth Germany game on the 1v1 ranked ladder and I don't think I've ever come across this revolt before... Is this actually a good revolt to go when playing Ports?
