Unlocking the killer in Breakdown can be very frustrating, so I found a way to hopefully make it a bit easier on you. This still requires at least a day of waiting but with the right preperation and some luck you should get the mercy shot mission. If you still need to get the mercy shot achievement, you didn't get this in the story mode, then you can also unlock that in Breakdown.

This is what you need to do:

1 Get two or three survivors from another enclave and pick them up in your truck, but before you bring them to your base you need to make some detours.

2 Find bloaters, zombies that explode when you shoot them or get close to them, and expose the survivors you have with you to that several times. After two or three bloater ecounters they should be sick.

3 Throw fire bottles, a total of ten but the more you bring the better, on the survivors. Do this after the bloater encounters because a character that is hurt can't get sick!

4 Bring the survivors to your base and check if they are sick and if they're not your friends, often they start with sick: cough. If they're your friends then you have to find another group because this trick doesn't work on friends in my experience. Make certain that you have no infirmary or other medical building. Also if you can get rid of your medical boxes then that would be useful. Exit the game and wait!

5 Log into the game a day later and check how sick the survivors are. If one or more are gravely ill and this person isn't your friend then check if they're at home, if they're away from home let them check in by pressing Y when you look at their portrait. First let the person or persons that are gravely ill check in and once you found them on the map send them back home. Then you go to the next one and do the same. While the first one that is gravely ill at home the mercy shot mission should appear sooner or later. If the guy goes away from home again you can repeat the check in procedure but it could be that you have to wait another day. If so then exit the game and try again the next day.

For me it worked twice, the first time after one day and the second time after two days. I'm not saying this can't fail but I think if it works twice for me then it should work at least once for you.
