Clive Bell argues that civilizations get started with a core group of influencers. Critical to the formation of a superior culture is the development of personal qualities like objectivity, reason, delay of gratification, and ethics as well as open mindedness and tolerance. He emphasized the importance of a liberal education. Like George Harris before him he also championed the role of minimal government, individualism, and freedom as well as cautioning against the rise of tyrants.
