Since December 2024, 80-90% of Rakhine State of Myanmar is now controlled and administered by Arakan Army. It has created a new reality for Bangladesh where, entire international boundary of Bangladesh with Myanmar is controlled not by Myanmar Govt. but Arakan Army.
Bangladesh is hosting about 1.5 million Rohingya refugees ousted from Rakhine State of Myanmar and there are new influx of refugees’ consequent to taking over of Rakhine State by Arakan Army.
Arakan Army also like Myanmar Govt. do not consider Rohingyas to be citizen of Myanmar. There are instances that both Myanmar Junta and Arakan Army recruit and use Rohingyas in battles against each other.
As per UNDP’s report Rakhine State is on the verge of famine and there is an urgent need to assist them for survival. International Aid Agencies need a safe passage for the aid to reach the beleaguered people of Rakhine and there is a discussion in international forum of a Humanitarian Corridor through Teknaf of Bangladesh to Rakhine.
It may be mention that for nearly a decade, Bangladesh has been trying in various international forum to repatriate the Rohingyas but without any avail. It appears that the present issue of Humanitarian Corridor has given Bangladesh a handle over the whole issue.

The objective of the humanitarian corridor is to facilitate humanitarian assistance and to enable the voluntary repatriation of Rohingya refugees currently residing in the world’s largest refugee camp in Cox’s Bazar. However, for Dhaka, this initiative may lead to significant unforeseen consequences, at home and abroad. Despite its humanitarian intent, it carries substantial security risks. These risks include potential security threats, drug trafficking, and other cross-border crimes, possible exploitation of the humanitarian corridor by the armed groups in Myanmar, including non-state actors, exacerbating the existing geopolitical tensions in the region, causing sovereignty issues, and other possible unintended consequences such as increased political instability and social unrest.
Major political parties and intellectuals have contradictory opinion about the issue. It has thrown a real challenge for Bangladesh Interim Govt. to take decision in this regards.


মায়ানমারের রাখাইন প্রদেশ আরাকান আর্মির দখল করা এবং বিশেষ করে বাংলাদেশ-মায়ান্মার পুরো সীমান্ত আরাকান আর্মি নিয়ন্ত্রণ গ্রহণ করে এ অঞ্চলে একটি নতুন বাস্তবতার জন্ম দিয়েছে। গত বছর নভেম্বর মাসে UNDP কর্তৃক রাখাইনে দুর্ভিক্ষ ঘটার একদম দ্বারপ্রান্তে দাঁড়িয়ে আছে বলে একটি প্রতিবেদন প্রকাশ করা হয়। যুদ্ধে আক্রান্ত প্রদেশটি থেকে, মানুষজন ঘর বাড়ী ছেড়ে জীবন নিয়ে পালানোর প্রেক্ষিতে তারা কৃষিকাজ করতে পারছে না, তার উপর বীজ এবং সারের সরবরাহের অপ্রতুলতা এবং বৈরি আবহাওয়ার কারণে কৃষি উৎপাদন দারুন ভাবে ব্যহত হচ্ছে বলে UNDP কর্তৃক জানানো হয়। ঐ প্রতিবেদনে আরো বলা হয় যে, এ অবস্থা চলতে থাকলে ২০২৫ সালের মার্চ- এপ্রিল মাসে রাখাইন প্রদেশ তাদের জনসংখ্যার চাহিদার মাত্র ২০% খাদ্য উৎপাদন করতে সক্ষম হবে।

UNDP আরো জানায় যে, রাখাইনে সব রকম বানিজ্য তৎপরতা বন্দ, এবং বিশেষ ভাবে উল্লেখ্য যে, রাখাইন প্রদেশে প্রবেশের উপযুক্ত একমাত্র সমুদ্র বন্দর, Kyaukphyu Deep Sea Port জান্তা সরকারের নিয়ন্ত্রণে থাকায় সেখানে আঞ্চলিক এবং আন্তর্জাতিক কোন প্রকার সাহায্য সামগ্রী প্রবেশের উপায় না থাকার কারণে প্রায় ২ মিলিয়িনের মত মানুষ দুর্ভিক্ষের সন্মুখিন হবে।

রাখাইন প্রদেশ, যাকে পূর্বে আরাকান বলা হত, সেখানে দুর্ভিক্ষের সম্ভাবনার প্রেক্ষিতে বাংলাদেশের ভিতর দিয়ে রাখাইনে আপদকালীন সাহায্য পাঠানোর জন্য UN কর্তৃক একটি "humanitarian corridor" স্থাপনের বিষয় বিভিন্ন মহলে আলোচিত হচ্ছে। একান্ত মানবিক দিক বিবেচনায়, শর্ত সাপেক্ষে বাংলাদেশ সরকার এ বিষয়ে সম্মতি দিয়েছে বলে আন্তর্জাতিক মাধ্যমে খবরের শিরোনাম ছাপা হয়েছে।
Corridor এর বিষয়টি দ্বিমুখী অস্ত্রের মত। Corridor যেন কোন ভাবেই আমাদের জাতীয় নিরাপত্তা হুমকির মুখে ফেলতে না পারে সে জন্য সকল দিক বিবেচনা করে সিদ্ধান্ত নিতে হবে। কিন্তু অস্ত্রহীন অবস্থায় লড়াই করার চেয়ে দু-মুখো হলেও অস্ত্রটা থাকা আমাদের জন্য ভাল বলে প্রতীয়মান হয়। তবে ফলাফল নির্ভর অস্ত্রটি ব্যবহার করার প্রজ্ঞার উপর।
বর্তমানে বাংলাদেশে কোন পার্লামেন্ট নেই, অন্তর্বর্তী কালীন সরকারের এ ধরণের জাতীয় নিরাপত্তা সংশ্লিষ্ট বিষয়ে সিদ্ধান্ত নেয়ার এখতিয়ার আছে কিনা সে ব্যাপারে রাজনৈতিক এবং বুদ্ধিজীবী মহল থেকে প্রশ্ন তোলা হয়েছে।
যাহোক, এমন একটি গুরুত্বপূর্ণ বিষয়ে দেশের রাজনৈতিক দল এবং বুদ্ধিজীবীদের পরামর্শ নিয়ে সরকারের সিদ্ধান্ত নেয়া দরকার।
