Since Brexit, the EU has changed in many ways. It borrowed money to finance its economic recovery from the pandemic. It has put a stronger emphasis on strategic autonomy, and it created a bigger role for the European Commission in defence matters. Some of these changes may not have been possible with the UK in it.
