Twisted Metal: Harbor City was meant to be the sequel to Twisted Metal: Black, but was canceled around three quarters of the way through development. It’s never been officially confirmed what the reason was for canning this game so late in production.

What we do know about its development is that it began its life at Incog Inc, the same studio that brought us Twisted Metal: Black and Small Brawl. However, Harbor City would be brought up without the leadership and guidance of David Jaffe, as he would go on to work on God of War at Sony Santa Monica. Instead, Scott Campbell and the rest of the team at Incog would embark on the production journey themselves and take some bold swings at a franchise that’s typically kept its scope contained to simple car combat action.

Harbor City would try its hand at a linear narrative that follows Sweet Tooth and his escapades through an open world. It would even feature on foot sections where you can take direct control of the iconic demon clown and even the Preacher. The only remnants of these ideas are a few scattered screenshots around the internet and what we find within the Extra Twisted Edition of Twisted Metal Head On.
