what is a baseline survey and why is this community based project baseline important?

when a project commences, it is always necessary to conduct a baseline survey. By doing this survey a project manager will be best able to understand the baseline situation (or situation prior to project implementation). Community based interventions are usually long term in duration and to be best able to inform project management on the successes over a period of time, it is very necessary to conduct a baseline. Methodologies on conducting such surveys vary however, when proper approaches are employed then benchmarks can easily be set that can be used to measure progress over subsequent years.
