Skin bleaching bleaches only the hairs on the face. By bleaching the hairs the colour is reduced, eaing they become from brown or black to golden brown or lighter shades or white. Once you bleach the hair the skin starts looking fairer, whereas skin lightening is proper treatment with chemical peels or lasers or whatever, it reduces the melanin pigment on the skin layers. Once the melanin pigment is reduced the skin automatically starts looking brighter and few shades lighter. So that is the major difference. So this skin lightening affects on the skin as such, bleaching is only to the hair which is superficial.
