There is a point of no return after Chapter 6. It's best to do this after you decide Aloysius Dawson's fate, so your Mesmerize level is high enough to embrace everyone needed. You'll need to save three citizens: Archer (The Docks), Rodney (The Docks), and Louise (West End).
