Section 173(4) of the Bharatiya Nagarik Suraksha Sahita (BNSS) states that if a police station officer refuses to record information, the person who is aggrieved can send the information to the Superintendent of Police by post. The Superintendent of Police will then investigate the case or direct another police officer to do so.
