Level 7; Guard Scorpion is weak to lightning so have Cloud use Bolt and Barret just use his normal attack. When his tail rises Guard Scorpion takes significantly less damage and will immediately counter attack with Tail Laser. You can prevent the counter attack by simply waiting for its tail to come back down. You're probably not going to die to this boss though.
