Six centuries ago, defying attempts by the emperor Aurangzeb to snatch it away, the Moe-i-Muqaddas, or Hair of the Prophet, arrived in Kashmir. The shrine where it ended up, Hazratbal, became a stage for Kashmiri identity struggles. When Prime Minister Narendra Modi inaugurated a developmental project at the shrine this week, he made a powerful statement about how Kashmir’s future is now inextricably entwined with India.
