This Dead Ghost is located in the Lunar Complex on Earth. This area can be accessed with any version of Destiny the game.

Once you spawn onto Earth during patrol, jump on your sparrow and head to the left to the next area which is called the Mothyards. In the Mothyards you will see building at the top of the hill with a huge satellite disc on top of it. head into that building and follow the rooms until you get to the area called Lunar Complex. once you are there, head up the stairs to the dark room. Once you are in the dark room the dead ghost is located in the back right corner of the room, on top of some sort of electrical unit. Once you are on top of the unit you should be able to see the dead ghost with no problems!
