There are a total of 8 Lockers & Safes in the Resident Evil 2 Remake (RE2). You can access all 8 of them in both Leon and Claire's campaign. This video guide shows the locations of all the Lockers & Safes and the combinations and codes for each one.

The codes are always the same, even on 2nd run playthroughs. The Safes & Lockers reward you with ammo most the time, but the safe in the West Office has an item upgrade pouch in it.
