Research to support Indigenous-led decision making for Reef Restoration and Adaptation in the Great Barrier Reef, Australia

This paper describes the co-development of a biocultural risk and opportunity assessment framework to be used by Traditional Owners to assess the risks and opportunities associated with reef restoration and adaptation technologies to their Culture and their Country. The concept and need for a framework was developed by the Great Barrier Reef Foundation’s COTS and Reef Restoration and Adaptation Science Traditional Owner Technical Working Group, and, delivered through a partnership between the Indigenous Partnership Team (Australian Institute of Marine Science) and social researchers (CSIRO) working as part of the RRAP. The aim of the framework is to support Traditional Owner leadership of decision making about their Country in the Great Barrier Reef, Australia. Our work is informed by a strength-based narrative of Indigenous care and responsibility for social ecological systems undergoing change. This approach highlights different perspectives of what constitutes risk, opportunity, and appropriate governance structures. We discuss the origins of the project and the central role of partnerships in its evolution. Next, we present the methods used, and provide an overview of the draft framework. We end by articulating the current and potential connections between this work and broader Traditional Owner activities and governance processes in the Great Barrier Reef.
