President Clinton met Japan's new leader, Ryutaro Hashimoto on Friday and declared that America's approach to trade should not be "based on fear or anger or rancour."

Clinton SOT in English: "I would hope that the Japanese Prime Minister
would never be afraid of any American president, we have a partnership. When I became President, the newspapers were full of the threat that North Korea posed. Because we worked together with Japan that threat ebbed away. Japan hosts 40,000 US troops, and they contribute more to the cost of the upkeep of those troops than anywhere else in the world where US troops are stationed. Our relationship should be one of respect, even when we have disagreements."
