Because during the Vietnam War, US military personnel had to follow some pretty stupid rules. One of these rules was that soldiers couldn’t fire on the Vietcong unless they were shot at first, at which point “protective reaction” was permitted and you could fire back. In fact even if you saw the Vietcong laying mines, carrying weapons or preparing for an attack, you still couldn’t shoot.

But this also extended to pilots. So in 1971 Marine first lieutenant Gordon Evans was conducting a scouting mission in his OV-10 when he spotted 10 North Vietnamese soldiers out in the open. He could take them all out before they could take another step but due to the rules of engagement he couldn’t.
