With Bihac lost as a UN safe area British Foreign Secretary Douglas Hurd pleaded for new international efforts to gain peace in Bosnia.

Hurd also told colleagues at a meeting of European Foreign Ministers in Brussels that the situation within the Serb leadership was unclear.

The foreign ministers' meeting opened as the situation in Bihac worsened.

Serbs were reportedly burning villages as they advanced on the Muslim enclave that is officially a UN safe area but is not being defended by NATO.

Arriving at the meeting British Foreign Secretary Douglas Hurd said a military solution by the international community was not possible.

He called for a new peace talks to end the war.

SOUNDBITE: ``Well I look forward to discussing this with him I think on Wednesday. I agree with what the American Secretary of Defence has said about air power. The UN has its role, it is saving lives and many thousands of Bosnian lives have been saved. And air power has its role in dealing with heavy weapons and keeping the skies clear. But air power can't impose a solution and air power can't save a town from infantry attack and to suppose otherwise is an illusion and I would say a rather cruel illusion. To do that you would need, as Bill Perry said, a huge allied army with contributions from all the main allies. We don't have that and we won't have that. So the choice now that we have this week in all the meetings that we have about Bosnia, including the summit at Budapest, the choice is between seeing, standing by, seeing a renewed war going on for a long time and maybe spreading. Or, building up again the pressures for a negotiated peace and we'll go for the second.''

Hurd told colleagues before the meeting that the situation among the Serbian leaders was unclear.

Slobodan Milosevic is the Serbian president and Radovan Karadzic is the leader of the Bosnian Serbs.
