Faulty LC100-A Inductance Capacitance Meter. Repairing And Testing

Hello, i bought a new digital high precision capacitance and inductance meter on ebay, to test electronic components, but it does not work as it should, usually i use my old capacitance and inductance meter the LCR-T4 but it can not measure small capacitors and i decided to get a newer model that can measure almost any capacitor, but they send me a defective device, so i searched online about this problem and found that many people who bought this device have the same problem.
It seems that a small defective comparator chip (LM311) is causing the problem and if you replace it the device starts working as it should.
