The State Assembly witnessed chaotic scenes on Tuesday after a heated exchange over the Inner Line Permit (ILP) issue forced Speaker Thomas A Sangma to adjourn the House for ten minutes.

The disruption began when VPP chief and Nongkrem legislator Ardent M Basaiawmoit raised a supplementary question, contending that based on the government’s explanations, one could conclude that it was not serious about implementing ILP. He remarked that the repeated assertion that the government was “examining” the matter suggested it had become a continuous process with no clear timeline, and questioned how long it would take since the House resolution was passed. He said that till date, there had been no tangible outcome.

Basaiawmoit stressed that the issue was urgent and asked whether the problems faced by the state stemmed only from foreigners. He maintained that ILP remained the best mechanism to address influx, regardless of differing views.

Referring to the Immigration and Foreigners Act 2025, he stated that the law was not new but a modernization consolidating four colonial-era laws adopted by India. He argued that the legislation was not designed specifically to prevent influx into Meghalaya but to deal with foreigners entering the country. He further observed that Meghalaya faced a peculiar situation where influx was not only from foreign countries but also from other Indian states.

He also pointed out that while some argued ILP would violate Article 19 of the Constitution guaranteeing freedom of movement, the state’s unique circumstances warranted serious consideration. He sought what he described as a sincere reply from the government and questioned whether it was playing with the sentiments of the people on the ILP issue.

Responding in a raised tone, Chief Minister Conrad K Sangma said that he had written multiple letters to the Union Home Minister and had met both the Home Minister and the Prime Minister several times regarding ILP. He in turn questioned how many times the member concerned or the Leader of Opposition had met the Home Minister on the issue.

As the exchange intensified, Deputy Chief Minister Prestone Tynsong joined in, leading to overlapping voices from both sides of the House.

Despite repeated appeals for order by Speaker Thomas A Sangma, the uproar continued, compelling him to adjourn the House for ten minutes to restore normalcy.
