The tragic incident in Delhi where three students drowned in the basement library of Rau’s IAS Study Circle during a flood has sparked widespread outrage. The investigation into the incident has revealed serious lapses and violations by both the coaching center and local authorities.

The coaching center had illegally converted the basement, originally approved for storage or parking, into a library. Despite these violations, the Municipal Corporation of Delhi (MCD) and the Fire Department failed to enforce regulations and allowed the facility to operate without the necessary safety measures. The biometric locks on the library doors, installed just days before the incident, malfunctioned during the flooding, trapping the students inside.

Furthermore, the area around the coaching center had not been desilted for years, leading to severe waterlogging that contributed to the basement flooding. The magisterial probe has highlighted the negligence of the MCD and Fire Department in ensuring the safety of students, pointing to deliberate misconduct and a failure to act on known risks​ (The Independent)​ (India Today)​ (Telangana Today).

This incident has led to the arrest of the coaching center's owner and coordinator, who are being held accountable for the deaths under charges of culpable homicide and negligence. The Delhi government and central authorities are now under pressure to enforce stricter regulations on coaching centers operating in unsafe conditions.
