Muhammed Bilal El-Amin wanted for shooting a man in the face at the Oakland Marta train station on November 27 1994. The victim 18 year old Jafferd Tucker, died at the scene and El-Amin went on the run. A federal warrant was issued charging him with unlawful flight to avoid prosecution.
On August 16 2022 during a routine registration check on East Monroe Highway, deputies in Oconee County encountered a Mazda that was flagged for lacking current registration or insurance. The driver, who identified himself as Rais Sekhem, was subsequently pulled over by a deputy. He provided a South Carolina license, which upon verification, revealed it was a suspended South Carolina diver's license with the name Rais Sekhem. When questioned, he expressed uncertainty regarding the reason behind the suspension of his license. Concerned by the situation, the deputy called for additional support and proceeded to arrest him. After being transported to the Oconee County Jail, he was fingerprinted. The fingerprints were cross-checked against the law enforcement database leading to the revelation of his actual identity as a fugitive wanted by the FBI who had been on the run for 28 years.
