"I have in accordance in with the electoral act, chapter 12 to 18 and the regulations made thereunder, ascertained the result of the poll for the said election and that they have been given to Tsvangirai Morgan, a candidate for the MDC (Movement for Democratic Change) Tsvangirai party, 1-million 195-thousand 562 votes, representing 47.9 percent of the valid votes cast. Mugabe, Robert Gabriel, a candidate for the ZANU-PF party, 1-million 79-thousand 730 votes representing 43.2 percent of the valid votes cast."

4. SOUNDBITE (English): Lovemore Sekeramayi, Chief Electoral Officer:
"Since no candidate has received a majority of the total number of valid votes cast, the provisions of section 110, subsection 3 of the electoral act, chapter 213 do apply and a second election shall be held on a date to be advised by the Commission."
5. SOUNDBITE (English): Nelson Chamisa, Movement for Democratic Change Spokesman:
"Clearly ZEC (Zimbabwe Electoral Commission) has behaved in a scandalous manner, in a criminal way and we believe that what they have done does not fit the test of democracy."

6. Newspaper with headline reading: (English) "Presidential results: Verification begins"
AP TELEVISION
Harare, Zimbabwe
7. SOUNDBITE (English): Nelson Chamisa, Movement for Democratic Change Spokesman:
"ZEC clearly and categorically stated that all parties that are contesting are supposed to validate the result and sign the result before it is announced. They jumped the gun. They refused to have the verification process undertaken because they have a lot to hide."

9. SOUNDBITE (English): Nelson Chamisa, Movement for Democratic Change Spokesman:
"Well the clear plan of action is that we have won this election outright. President Tsvangirai should go ahead to form the next government. Mugabe should concede defeat. He got 43 percent by our figures, even by the cooked figures of ZEC, they could not have cooked the figures any further but clearly Mugabe has lost."

10. State Department spokesman Tom Casey entering media briefing
11. SOUNDBITE (English): Tom Casey, US State Department spokesman
"Yes we've seen the reports and know that the National Electoral Commission has finally put forward results. This isn't a case of better late than never though. That final tally, I think, has rather serious credibility problems."

13. SOUNDBITE (English): Tom Casey, US State Department spokesman
"It's really impossible as a practical matter right now to think about how Zimbabwe could hold a run-off election in a situation when, what everyone admits by any measure, was the leading vote getter is having his party and his supporters regularly harassed and subject to abuse by government officials. So before anything else happens here, the first thing that ought to happen is that the government needs to cease its repression of the opposition."
