Bachmann 21 pin Class 37 with blanking plate works fine on DC & DCC (00 selected)

when decoder is installed it still works fine on DC but will not operate on DCC.
It is a Bachmann 36-557 E-Z Command 4 Function DCC 21 pin Digital Decoder Bk EMF

They decoder works fine in another Bachmann 21 pin loco, so i know the decoder is totally fine.
other known working 21 pin decoder (same model) installed gives the same issue, so problem can only point at being with the loco.

This is the only Loco i have had issues with on my DCC setup.
