Inquisitor Gregor Eisenhorn's investigation begins on Hubris, where he finds a massacre at a hibernation tomb. This leads him to Gudrun, where he discovers a conspiracy involving the Glaw family and their dealings with xenos artifacts. The Glaw family sought to obtain the Necroteuch, a powerful and forbidden xenos text, from the saruthi. Eisenhorn's pursuit of the conspirators takes him to a remote, ravaged world designated KCX-1288, where the exchange between the Glaw's forces and the saruthi was intended to take place.

There, Eisenhorn encounters a variety of adversaries, such as off-worlders, local authorities, and even a Chaos Space Marine. The central conflict is focused on the Necroteuch and the lengths to which different groups will go to acquire or destroy it. Eisenhorn ultimately destroys the Necroteuch, but a second copy is secured by a fellow inquisitor, Molitor, who believes it should be studied rather than destroyed. This act of defiance and the complicated political implications of the conspiracy lead to a tribunal of inquiry into Eisenhorn's actions, raising questions about the methods he used. The story concludes with Eisenhorn's intention to pursue Molitor, who has absconded with the second copy of the Necroteuch.
