For a child to be adopted, they must first be declared legally free for adoption by the Child Welfare Committee (CWC).

🔹 If a child is abandoned, authorities must try to find the birth parents for 2-4 months before adoption can proceed.
🔹 If a child is orphaned, legal guardianship has to be determined before adoption.
🔹 If a child is surrendered, birth parents must legally relinquish rights through CWC.
