On 29 August 2025, changes to the Building Regulations 2010 – Part 2A (Dutyholders & Competence) officially came into force.

These rules affect every project in the UK – residential, commercial, industrial, or bespoke. If you don’t formally appoint a Principal Contractor (PC) and a Principal Designer (PD) in writing, you automatically become the dutyholder. That means you are legally responsible for planning, monitoring, coordinating trades, keeping compliance records, and liaising with Building Control.

Many clients still hire “just a builder” and assume they’re covered. But ordinary builders typically:
