The Grattan Institute's Stephen Duckett says the ban on vaccine exports from the EU does not fully explain the federal government’s failure to meet its vaccination targets since the goal was revised after the block.

“Before we had the blocking of the vaccine shipments the government had set a target of four million, then then blockages started to occur and they revised the target down to two million, quite legitimately in my view,” he said.

“But the problem is even at the new target of two million they only got 680,000 done.

“So yes the blockage of the international supply chain was important but it doesn’t explain the train wreck of the vaccine rollout”.

Mr Duckett told Sky News he is “very sympathetic” with GPs and the states who were given “no insight” into how many vaccines were going to be delivered.

“They got deliveries on the Friday and were told you have to have it out on the Monday,” he said.

“You’ve got to plan, you’ve got to book people, you’ve got to have systems in place.

“You can understand that on any given day, if they don’t get told how many they’re going to have they’re going to have lots and lots of doses on hand”.
