Edit: This is no longer necessary. As of Patch 5 you can just knock out Minthara, finish off the gobbo camp, talk to Halsin (to recruit) and she'll show up in Act 2 in the judgment scene.
Sadly, if done this way, she will not be judged as a sheep, which is a real shame.
